Would a 4-stroke engine of a scooter be able to handle an incline?

I have a bit of a twisty incline to get to work, and I mostly want have a scooter for work and school....I wanted to have the 4-stroke because all you need is gas, unlike the 2-stroke that I hear you need to add oil so that it will mix and lube the engine.
