Does anyone know if Honeywell air purifier pre filters are supposed to have white powder on them?

I just bought the A Plus pre filter and when I unfolded it I noticed it has white powder on the entire inside surface. The box says nothing of a white powder, but it does say "deodorizes", so it might just be an odor reducer. I tried calling

It's probably just dust from the packaging materials.
